Welcome Invitation by Chairman of ICDSME2025

Datin Prof. Ir. Dr. Lariyah Mohd Sidek
Chairman of ICDSME2025
Co - President, Malaysian National Committee on Large Dams (MYCOLD)
The Malaysian National Committee
on Large Dams (MYCOLD) is a non-governmental organization and the International
Commission on Large Dams (ICOLD) representative for Malaysia. We provide a
platform for the exchange of knowledge and experience in dam engineering. Our
organization leads professionals in ensuring that dams are built safely,
efficiently, economically, and without detrimental effects on the environment.
Our objectives include producing
and disseminating information on issues related to dams to all members, acting
as the sole representative of Malaysia at ICOLD, and carrying out activities
related to dam engineering. We also serve as a professional body that links
society and government, supporting national policies, particularly in
dam-related areas.
As part of ICDSME2025, which will
be held in Kuching, Sarawak, MYCOLD has organized keynote speeches by prominent
experts and pre and post-conference workshops, all aligned with this year’s
theme:
"Dam Safety: Energy Transition and Water Transformation."
This theme reflects the growing importance of sustainable dam management,
renewable energy integration, and water resource optimization in the face of
environmental challenges.
Additionally, MYCOLD has
introduced the MYCOLD Best Dam Operator Awards to acknowledge dam operators who
follow MyDAMS best practices, ensuring the safety of dams and the public while
benefiting the nation.
We warmly welcome all
stakeholders to join us as co-organizers, sponsors, and exhibitors. MYCOLD
promotes cooperation among stakeholders with an interest in dams, including technical,
regulatory, and owner representatives, as well as the general public. We
develop and share information with members and represent the industry at the
government level. We actively review and exchange dam-related knowledge on an
international stage, ensuring that Malaysia upholds the highest standards in dam
practices.
Welcome Invitation by President of MYCOLD

Ir. Mohamad Radzi Abdul Talib
President, Malaysian National Committee on Large Dams (MYCOLD)
Director General, Department of Irrigation & Drainage Malaysia
It is my great pleasure to welcome all speakers, paper
presenters, and participants, both locally and internationally, to the 3rd
International Conference on Dam Safety Management and Engineering (ICDSME2025).
This prestigious event is hosted by the Malaysian National Committee on
Large Dams (MYCOLD) and jointly organized by Sarawak Energy Berhad
(SEB), Universiti Tenaga Nasional (UNITEN), Department of Irrigation and
Drainage (DID), TNB Power Generation Sdn. Bhd., Universiti Malaysia Sarawak
(UNIMAS), and Aqua Media International.
Aligned with The International Commission on Large Dams
(ICOLD) activities, ICDSME2025 provides a critical platform for dam
professionals, experts, and industry players to exchange expertise,
knowledge, and innovations in dam safety management. This year’s theme, "Dam Safety: Energy Transition and Water Transformation,"
highlights the vital role of sustainable dam practices in balancing energy
needs, water resource management, and climate resilience. It underscores
the importance of innovation, collaboration, and proactive measures in
ensuring dams continue to safeguard communities while supporting Malaysia’s
transition towards a sustainable energy and water future.
With the strong support of the Ministry of Energy
Transition & Water Transformation (PETRA), this conference reinforces
Malaysia’s commitment to safe and efficient dam management, environmental
protection, and the well-being of its communities. PETRA plays a crucial
role in shaping national policies that address water security, energy
sustainability, and climate adaptation, making dam safety an integral part
of Malaysia’s development strategy.
As part of ICDSME2025, MYCOLD has organized keynote
speeches by world-renowned experts, pre- and post-conference workshops,
and the MYCOLD Best Dam Operator Awards, recognizing dam operators who
adhere to MyDAMS best practices—ensuring the safety and efficiency
of dam operations for the benefit of the nation.
I sincerely hope this conference fosters meaningful
professional networks, insightful discussions, and valuable information
exchange. Together, we can strengthen dam safety practices while advancing
Malaysia’s vision of integrating energy transition and water transformation.
Finally, I would like to extend my deepest appreciation to
all sponsors, exhibitors, organizations, and individuals whose
contributions make ICDSME2025 a success.
